Considering the age of all and the licence level of several, it's possible one of the original owners bought it back. However, I think the other twelve should be sold, I don't care if it wasn't the owners driving the cars. And even if they are, letting a newly licenced driver behind the wheel of a Maserati or Austin Martin by themselves proves you ain't responsible enough to own one anyway.

Not really. Ferrari is doing so well that now you have to qualify to purchase one, and I'm not talking about qualifying financially. Just because you have the money doesn't mean Ferrari will sell you a vehicle (talking about a new one, anyone can buy a used one from a private sale because they can't stop that). They are trying to recapture their image as an elite brand so now they only want to sell to someone who meets their standard. I don't know if Lambo, Rolls or Aston Martin use the same philosophy.

If you have cash, you can own anything you like. If you need financing of any kind you will need insurance which will require a license.

In that case, you could buy used.
I looked at an orange Gallardo a few years back. It's a cool car but the maintenance and insurance on the damn thing is horrible.

Owning a car and driving it are two different things. And one of the drivers involved was unlicenced.
But before I say too much more on the topic I gotta ask, does BC use a graduated licencing system for new drivers?
The trick for these yahoos is to keep a high debt balance on the car. When it's seized, the province will pay off the loan on the car, so you won't be much out of pocket. Don't understand why they're not seizing the driver's licenses as well.
